I wouldn't go that crazy, $75 for a simple graco that can sit forward and backward should be fine for anyone under 4.

Especially as even if you did have an infant seat, you would not want to be liable for a <1yo in your seat. Parents who think they can ride without infant seats deserve to be ditched until they wise up. All the kids I've driven, it's been mostly 2-4 year old w/o seats. I've never had someone try to take an infant w/o one.
