Ok, then those GPUs I mentioned should be able to do the job you need. Here's one
Heya, my friend had this exact issue. First, try updating your graphics card drivers.
I believe updating his issue was his graphics card only had 32mb allotted memory and he had to go get a new graphics card. This was suggested to him by people on my Discord: http://www.amazon.com/EVGA-GeForce-Profile-Graphics-01G-P3-3731-KR/dp/B00L5GZOOK/
I think he did end up getting EVGA GTX 550 Ti 1GB.
I believe this issue has to do with outdated drivers. The C2D intergrated GFX doesn't support DX9 IIRC.
You need at least 100$ graphic card to play Dota at 1920x1080 60fps...
Actually i think you can run dota 2 full hd 60fps with this card:

I believe it is this one: https://www.amazon.com/EVGA-GeForce-Profile-Graphics-01G-P3-3731-KR/dp/B00L5GZOOK
Ok a few questions about these two graphics cards
EVGA gt 730 ddr5 1gb
PNY gt 730 ddr5 1gb
With that budget and requeirements the GeForce GT 730 would be your best bet.
While it is about 33% faster I would highly advise you increase your budget. You are going to only be able to play modern games at resolutions under 1080 at less than 30 fps.
Will this graphics card (http://www.amazon.com/EVGA-GeForce-Profile-Graphics-01G-P3-3731-KR/dp/B00L5GZOOK/?&tag=bom-tomshardware-20) be able to run my computer at 1440p? I don't play games, I use my computer for music production and watching movies. Secondly, will it be compatible with my motherboard (http://www.newegg.com/Product/Product.aspx?Item=N82E16813157521&cm_re=Asrock_z97m-_-13-157-521-_-Product). Lastly, if you have any other suggestions for how to output to 1440p, I would love to hear them as well. It turns out the maximum resolution output from my motherboard is the limiting factor currently. Thanks!
Since you primarily want something cheap, how about these?

If you can swing $15 more I think you'd be happier with a new GT 730.
