Some people recommend rice as the weight, but that's a terrible idea because you can't wash it and it can attract pests. I used plastic beads that are intended for weighing stuffed animals or dolls, but they're expensive: about $6 for 2lbs if I remember correctly. You want about 10% of body weight plus a few pounds, evenly distributed across the surface area of the blanket. Making the blanket is straightforward, but kind of fussy and annoying to get the beads into place. I'd imagine it'd be much more annoying with an adult-sized blanket. I planned to save a fortune by making my own, but when all was said and done I don't know that I actually saved any money.

Polypropylene plastic pellets would be the best. Find at a craft store or Amazon (few different brands, but here's the one I use) https://www.amazon.com/Fairfield-Poly-Pellets-Weighted-Stuffing-Beads/dp/B0077AQ0W8
If you want the fox lighter, use a combination of beans/rice and fluff.
If you want the fox heavier, use clear flat pebbles/marbles (often seen in aquariums and vases) or poly-pellets.
I used this pattern/tutorial and ended up making it 42"x72" like hers.
I sewed the muslin to flannel, then used 7 lbs of these pellets to fill, still following the directions. I ended up with flannel on one side, muslin in the middle, and cotton on the other side. It was kind of a pain in the ass towards the end, lol, it was so damned heavy, but it was relatively easy. And the pellets are machine washable and can handle the dryer.
All told, with all materials (fabric, matching thread, pellets) it only cost me about $50 (at the time, prices always change) which is WAY WAY CHEAPER than buying one pre-made. If you just wanted something for a lap size it would be even cheaper.
He likes it for taking naps in his armchair, and that it has two different fabrics on the outside.

Like you said, Airsoft BBs looked a bit too big for the use I have.
Edit: Looking at amazon real quick. Looks like they have something like this. Would that work? I have no clue at how big they are
