Less than a thousand reviews, and only slightly more than half are 5 star.... seems about a 6/10.
I get that you're Bethesda fanboy, but literally all franchises owe some of their success to previous entries in the series, by definition, this isn't a bad thing. I'm not sure why you're quoting FONV specifically, there's been 3 main series games before FO4, and a couple others too! FO4 owes it's legacy to ALL of those game, not just FONV.
Think for a minute, and you'll begin to see that Fallout is a brand, and those dedicated to the brand are likely to reinvest in the brand... thus sequels tend to be a safer bet than original content. and sequels owe large parts of their success to predecessors. The proof is all around you... seen Endgame yet?

Unfortunately steam prices are sort of hit or miss. Amazon is usually pretty good though.
If you can't download it on Steam, you can buy the CD on Amazon. The disc doesn't include the full game, so you'll have to download some parts from Steam before playing, but it shouldn't be that bad.
It's been on Amazon for $18 off and on for a couple months. I got it at this price back in jul or aug.

I kind of disagree here because certain games are so damn often on sale and of course there are resellers who match the sale price for the key even some time after the sale.
But lets take the retail copy of Fallout 4 for 1.84 Dollar more than Gears of War instead:

Fair enough. I don't think its "way too high" to be honest, but I stay to it being rather expensive compared to whats available otherwise. I am not a Gears of War fan at all, but if it would be a game I am interested in similarly remastered might would have bought it from Steam, not on Windows Store though. Unless its an ultra must have I will not buy anything UWP ever.
