I feel like this is a good place to plug a book called Family Properties. It's one of the best books I've ever read about anything and explains how the systemic discriminatory and predatory practices of the banking industry, real-estate industry, and federal government lead to the financial exploitation of black Americans after World War II and created highly segregated cities like Chicago and Milwaukee.
It really made me realize how ridiculous the 'culture of poverty'/self-victimization argument is that I heard a lot of growing up in rural Wisconsin.
