To use the mount you need the Chocobo License, like any other mount, so is just a skin. No power-up..

Go to Best Buy and get yourself the Kindle Gift Cards (Amazon Gift cards). They are branded Kindle, but they are just strait Amazon money. You can use Best Buy cards/reward credit to buy them too.
Then just hop over to Amazon and buy it there. As of writing this they have PC Digital CE, and physical PS3 CE still.

Probably this. It's the main item on Amazon for PC and PS3, standard and collector's editions. It's sold by Amazon themselves, so this is the pre-order code one.
The thing is, if we are pre-ordering, we get early access, so we will already have the game installed via download anyway, so I don't really care whether it's release day delivery or not.

Gamestop has said "you can only order this online". In the states that is.
The PS3 CE is available on Amazon As others have said, currently it seems that the PC CE is only available directly through the Square-Enix online store.
They are also offering digital versions of the CE on the SE store. As well as post release digital CE upgrades. Either way, it looks like SE is being extremely frugal with physical CE's this time around. Seeing that the last few MMOs that have released with Collector's Editions have not sold through. There are still 1.0, MoP, and Cataclysm CE's on store shelves.
