Oh yeah. It's easy as dirt to unlock and root. The stock ROM will remove root and TWRP on OTA updates though, just a heads up.
Fintie makes pretty great cases on the cheap. I've gotten their stuff for every tablet I've owned. I use this one since I like a heftier device and it fits well in my bluetooth controller's grips, but there's a slim shell one too more like the official case if you prefer.

I didn't like the Nvidia case because it only protects the front and was too expensive.
