I use a program called Dundjinni to create my maps. I make them 7x20 square and export them into a 200dpi resolution BMP file. I then use http://posterazor.sourceforge.net/ to cut that up into 4 printable pages and export it into a PDF. I print that PDF out myself on a color inkjet, but may switch to just taking the PDFs to Staples and having them printed out there. They use up a lot of color ink.
At the table I just put those 4 sheets together and cover them with a $15 plastic desk cover I picked up from Staples. This helps keep the pages down and protects them.

I buy washers in a pack of 100 for $9 at Home Depot and just print out the tokens on card stock and punch them out and glue them onto the washers. I use this hole puncher http://www.amazon.com/Fiskars-Squeeze-Punch-Medium-Circle/dp/B000OMYCXK/ref=pd_sim_ac_3 which is fantastic because it really lets you line up the bunch. Last night I printed, punched and glued about 130 tokens in 4 hours. My tokens are 2 sided, pictures on both sides, but one side has SHAKEN written on it since I'm playing Savage Worlds.
Total investment: $40 for Dundjinni, $20 for hole punch and washers, $2 on glue sticks, $15 for plastic map cover and I spent $12 on a nice ruled paper cutter for cutting the map pages to fit each other.
Plus my $50 inkjet printer, but you can just print at Staples or Kinkos. Since you're just printing out to normal letter paper it doesn't cost a fortune.

This is a pretty inexpensive approach. I've seen people use button makers before, but those are expensive, all this stuff together is like 20$ per 100.
The circular punch seems just as cheap as scissors on amazon so I'd probably do that.
Color printing is what, 10 - 20 cents a page these days, so I imagine less than 1 dollar per 100.
No more piles of hazard tokens! Now you can have nice neat stacks that are easy to count and move about the gaming table.

Even with all of that, the tokens only cost about $0.14 each; 500 for $70 (+whatever a gluestick costs). Or 50 for $5+gluestick if you only buy the washers without the tape or hole punch.
Nice! I always felt like minis were great for players, but take up too much storage space for enemies. I like the suggestions others have made around printing onto labels and such.
You may want to look into getting a 1" hole punch as well.
I bought a bulk pack of junk Magic The Gathering cards and can convert one of them to a monster token pretty fast. It is also handy when I have a surprise and want to drop 10 tokens I wasn't prepared for.

They are nice because the cut card stock and you can see what you are cutting so lining up isn't too bad.
