a spiral graphpaper notebook.

This is what I use for everything: https://www.amazon.com/Five-Star-Notebook-Subject-Assorted/dp/B004DRDAVW

I'm going to be bold and say it's stupid to use anything that isn't like this. This being:

-graph paper
-notebook
-spiral
-serrated for tearing pages out

Like PP said...this is such a bizarre question...maybe I'm not understanding it?

If you want to hand write it, use a notebook. Buy a bigger one. If you want your paper to be like a spreadsheet, get a notebook with graph paper. Here you go:

If you want to do your budget manually but not physically on paper, then use Excel or Google Sheets.
