The motherboard I'm using is an ASRock H97 Anniversary and it has 5 PCIe slots. Each of those card's is connected to a powered PCIe riser which uses a USB3.0 cable (with PCIe adapters on each end) to connect the card to the motherboard.
I think it depends on the type of riser you use. I personally use the USB type ones and as for powering them, I use the same PSU that is powering the card to power the riser as well.
I was confused as you while reading on the internet, however I think the issue is with risers that can leak power back to the motherboard and I believe that is an issue with ribbon cabled risers and not the USB type ones. In case of ribbon risers, then you should power them with the same PSU used to power the motherboard.
My setup is, 3 cards + 3 risers + motherboard on main PSU and then another 3 cards + 3 risers on the second PSU using USB risers as linked above.
I have been using this setup for almost a month now and have had no issues so far.

The risers are 4pin molex, but connect to the SATA power

That will never work on a laptop. They requires a PCIe x1 port on the host. Those thing are for GPU mining.

You can find them cheaper on eBay, this is just for illustration.
Edit 1: If you get one of like the one I sent, please throw away that molex to SATA adapter.
The ones you sent are not recommended as they get power from SATA. Try to find the ones with Molex.
