Just eyeballing it, this looks like a huge rubber and foam model.
You take styrofoam or styrofoam halves like this:

And use them to create a mold for a breasts. For something this big though, I have no idea how they got it to keep shape.
When we tried this we used a bra to hold the shape and honestly I thought it looked pretty good. However it scratched the models actual ta-tas so that became a no.
Maybe just need more testing though. The person above got much bigger than I could if this is their method.
