Well there's a few options you have.

  1. Buy fish that inherently like harder, more alkaline water like livebearers and acclimate them normally.
  2. Buy fish that don't, but drip acclimate them to the tank. They most likely will be fine in the long run.
  3. Cut your water with spring water (or RO, but I'm assuming you don't have access to that) until you reach your desired pH.
  4. Buy some peat (Fluval makes some pre-bagged) to chemically soften your water/ lower your pH.

    Don't use pH Down. I repeat, do not use pH Down. You will simply cause yourself more issues and make your pH fluctuate. Also, make sure you know about cycling. Ammonia spikes are way more of an issue with a new tank than pH is.

I know it depends on the type of fish you have, but a slow increase won't be a problem. My temp is that high in the winter and in summer down to something like 7.4. Be careful with pH down as that can create wide swings. I used it many many years ago, but now wouldn't. Don't know what size tank you have. But, I think I've used about a golf ball sized amount in a mesh bag or pantyhose for maybe a 10 gallon tank. To have a quicker effect, I've added two, but be careful, it may drop too quickly.

Peat has been used to lower Ph without chemicals. Its the same thing as blackwater extract but lasts a whole lot longer. Normally they come in balls from the UK but they come in granules now for the impatient (AKA Me)
