My favorites, in this order:

Flyfisher's Guide to California - This is also the most current of the three, and has great maps in addition to good text and photos.
Fly Fishing the Sierra Nevada, Revised Edition - An excellent guidebook, but obviously very focused on the Sierra. May be a good choice based on your dad's location.
California's Best Fly Fishing: Premier Streams and Rivers from Northern California to the Eastern Sierra - Another solid choice.
