I don't have any direct experience with my child needing IV or anesthesia, but this book may be a fun and approachable way for your child to learn about it.
That book specifically does have Franklin the turtle receiving an IV, so the "sleep medicine" can help him before he has surgery.
When an ill family member was in the hospital with tubes/needles/oxygen/etc. it was kind of scary for a 2-3 year old, but we could relate things back to "...just like Franklin." and it helped him understand and not be scared.
