Give him something to distract him from his tantrums.

You could try incentivizing it, or (with Dad’s permission) just flat out give it to him. Another option is to say that he can use it while he participated in scouts (but can’t take it home).

I’m not a doctor, or anything of that sort. I’m not trying to dismiss or diagnose anything. I’m just trying to think outside the cube... box on this one.

Another option, for the dad to buy, might be a weighted jacket (eg like this ). My wife and I got both our boys weighted blankets for at home, and at least for my oldest it seems to work really well when he gets super worked up. And he has not been diagnosed on the spectrum.

It’s at least worth discussing with dad. What’s important here is the boy’s well being and trying to find ways to get him to calm down.
