Ok so i have found some solutions that seem like they will work.

We currently are going with:
Trendnet NVR, and sv3c poe bullet cams, reolink wire free

The cameras need to use "onvif" whatever that means.

Cheapest option:

The cheapest option I have found was just buying 4 of these. Funlux 8 cam poe system

Power supply for backup, cabling supplys, 4 port kvm switch, a monitor and it seems like we could meet all regulations. It's sounds sloppy but would probly get the job done.

Cameras I liked and think would also work:

  • reolink
  • defeway
  • amcrest

Things that are not in regulations that I think you should go with:

  • poe
  • NVR
  • wired
  • wider angles
  • weather proof inside
  • 1080p
  • I personally like the bullet cams better maybe just for looks, and obvious reminders that they are there instead of trying to blend in
