Lenticular printing.

Got quite a bit of attention when Gallop!, a bestselling kid's book came out in 2007. Fifth image in the slideshow on top is a video explaining more of the process.

I don't know about software, but this book uses this technique and calls it scanimation.

Sounds like Gallop! It apparently uses an all new (and trademarked) animation effect known as "scanimation". It's hard to believe this technique hadn't been around since, oh say, the beginning of the 20th century.
