The best resource I’ve read on splines and GAMs is from the author of the mgcv package in R: https://www.amazon.com/Generalized-Additive-Models-Introduction-Statistical/dp/1498728332

It does a great job of balancing theory, walkthrough examples, and the actual algorithms used for fitting. Probably one of the better stats textbooks I’ve read.

specifically for splines and GAM, the R package mgcv is a work of art, although it is only quasi-Bayesian (lots of approximations and empirical estimation under the hood). 2nd edition of Simon Wood's book is available on Amazon (as of June 2, 2017): Generalized Additive Models: An Introduction with R
