We also have this one and love it. Just keep in mind at our public pools, you are required to have this (or a disposable swim diaper) AND a waterproof cover. The waterproof cover we bought on Amazon was cheap though! http://www.amazon.com/Gerber-Plastic-Pants-Months-pairs/dp/B000KQ5MCU

Absolute cheapest would be to hit yard sales and buy receiving blankets for no more than about 75¢ each; a minimum of 3 dozen would be $27. Then add in some pull-on plastic pants (these from Gerber are just over $11 for four) or better yet buy a skein of Lion Brand Fishermen's Wool and crochet or knit yourself a few wool soakers. Oh, and get a dollar pack of diaper pins at Walmart. Flannel receiving blankets work really well as flats and are cute. Plastic pants have a bad rep but the only problem I've ever had with them is the annoying crinkling sound. Edit: T-shirts from yard sales would work great as well. Cut off just below the armpits, then cut at sides and you get two diapers from one shirt. They're stretchy and I know from experience that they are absorbent. If you can find them somewhere for $1/ea, then you could get 40 for $20.

Second-cheapest would definitely be Walmart's FST; I just bought a 10-pack for $7.88, so four of those would be just over $30. Add in the covers as before.
