The Hero 3 is more expensive because most Amazon sellers live under a rock and haven't realized that prices have dropped. Check [this] (http://amzn.com/B009SD6ZIG) in the surf edition. It's sold by Amazon and is cheaper than the 3+.
You can get the GoPro 3 used (see below) at that price and has the quality features you want. I have one personally, and its awesome. I don't regret having a dedicated camera, because sharing battery and space for filming video (especially 60fps) really sucks.
