There is a issue with some usb slots without a chipset with a specific Intel usb protocoll for old usb 1.0 Devices. Your PC will recognize the stick but none inputs. This was the case for the first madcatz tournament Edition fightsticks
The simplest solution for me back then was to get a usb pci card with such a chipset for about 10€ (VIA use them)

I know literally zero about getting a PS3 driver to work so can't help you there, but your problem might be solved in the reviews of that listing on amazon actually.
