Do you want to uniformly heat the whole room, or spot heat? If you want to spot heat, infrared is a good choice. If you want to heat the whole room, it doesn't matter much what you get, unless you care about noise, speed of response, etc. The reason you don't notice the Delonghi much is probably either that it's heat is spread around uniformly and so there's not much to notice, or that you are trying to see how much difference it makes after a few minutes, whereas in practice it takes more time to really warm up.

If you decide on IR, note that the one you linked has an IR element, but also a fan. So it makes noise, and distributes some fraction of the heat more widely by convection. To maximize the radiant heat--to better be able to feel it on your skin, for example, you would be better off choosing one that doesn't use a fan and is as close as possible to all IR. For example, this one That has the same heat output as the Dr. IR one you linked to.

Get one of these quartz heaters. They use infrared to heat objects (like your body) instead of the air. (Same unit is also sold at Walmart, Target, or Ace Hardware under various brand names (Honeywell), but they all look the same.) Use these in our bedrooms in a 1200 sq foot house and haven't turned on the heat (in Eastern North Carolina) in 5 years.

The warmth is instant, electricity use is much lower, and cats love them.

I have one similar to this.
It works nicely and heats line of sight, no fan. The housing does get warm because there is a grate in front of the quartz, and so it does heat indirectly a bit that way.
