Gelatin works best on very cold finished beer. It still works on room temp finished beer. I brewed a wheat beer in a hotel room once and the gelatin worked fine with no cold crash at all.

If you're maintaining a fermentation temp, you need a way to heat the fermenter if it gets too cold. Something like this usually.

not an expert on that but i recommend getting one of these.

will will allow you to heat it up or control your ferm temps . others use a light bulb or something inside the chest freezer to heat it up. I dont think diacetyl rest is as important as you are making it out to be. I think you likely would be 100% fine to skip it all together if you dont have the equipment or ability to do it. It is a good practice but is preventative and cautious more than necessary. I have never had diacetyl issues before.

Can those wrap around fermentation heaters be used on plastic pails?

You also might consider simply wrapping your fermenter with a blanket or a couple of towels - yeast produce heat when they convert sugars to alcohol (you may already know this), and by both insulating and increasing the thermal mass of the fermenter, you might do enough to allow the yeast to keep itself warm and also limit the fluctuations in temperature. I have no experience with this, though, as I use an STC-1000 to regulate my temperature with a minifridge and a heater like this one https://www.amazon.com/Homebrew-Fermentation-Heater-by-TheBrewersCorner/dp/B00TP9MLFE

Fan is important to circulate temp evenly In the space. Get a computer fan, and a USB wall charging plug. Strip the wires on both sides to get 5v power to the fan, tape with electrical tape.
