While there has only been one DLC released, Frozen Wilds, The complete edition should also have the added items from the Deluxe Edition as well. But I dont think they are a big deal.
The Complete Edition is currently on Pre-order for $49.99....But you can buy the regular version for $19.99 and the Frozen Wilds DLC for $20 and it would still be cheaper then the complete version.

They explained today that the upcoming DLC will integrate well into the base game (rather than just something you play after the base game is over.) So if you do pick up Horizon, it might be worth picking up the DLC too with it’s pre-order discount, and waiting until next week (when the DLC is released) to play it all together.
Or if you’re willing to wait until early December, have Amazon Prime, and prefer disc games, pick up the complete edition for cheaper, only $40. (Digitally it’s $27.99+$14.99.)
Complete BB is still sub $20 used in gamestop. The DLC is awesome, would recommend.
Just have the base Horizon and it didn't wow me after all the hype I heard, so I'm in no rush to get the DLC but probably will when the price is right. Just a run of the mill open world game IMO, but complete is $40 right now on amazon if you are set on getting it soon. I think it's gonna drop hard in ~5 months.
