My kids had one.
I recognize that radar gun. Its the Hot Wheels radar gun. It actually does work!
I'm pretty sure he's using one of these.

It doesn't require an unusual amount of skill to determine if a vehicle is going 30 mph or less vs. 50+ mph.
That said, you seem to think having a radar gun is particularly unusual. It's not -- I have one, for example. (I've used it for clocking R/C cars and planes. Got it at Pep Boys for about $50.)
Hell, Hot Wheels (Mattel) used to make radar guns, and the price was a whole lot less than that (it's expensive because it's hard to find now.) It's a toy, but can tell you how fast a car is going.
you should look into the cheapie hotwheels speed gun set, you get a short range ultrasonc speed gun.
