interesting configuration...lot of bang for the buck...I'm coming off a DEll 7000 series though and they are so bland and a little fragile.

Then unfortunately, at this price point, you will have to compromise on the hardware. According to Puget Systems, Adobe Premiere likes a strong CPU over a strong GPU.

That said, if you want both, you need a gaming laptop.

However, I believe this may do the trick: HP Envy 13

It's a solid 13" laptop with a 4K display, a quad-core Intel Core i7 (ik it says dual core its wrong), an NVIDIA MX250, 16 GB of RAM, 512 GB SSD.

Have a look at the HP ENVY 13 which should check all your boxes except for being a 2 in 1 but it does have a touchscreen. Most portable laptops have a low power CPU so it will not perform as well as a heavy duty gaming laptop at this price point.

I would recommend HP Envy It’s what I’ve used for years, a lot better for work than just about anything else I’ve used. And You can find the for as low as €900 depending on where you look.

Hi, I don't know of any laptops under 15.6" that have a high refresh rate. So, I think the best way is to go for a higher resolution if you want an improvement. The HP Envy 13 is a solid option currently. 4K 13.3" IPS touchscreen display, i7 processor, 16 GB RAM, 512 GB SSD, and MX250 2 GB graphics card.
