I would first explain to the client that color laser printers are all typically large because they all contain four separate ink cartridges and a complete imaging system...

That being said, consider the HP LaserJet Pro M277dw, which is one of the smallest multi-function printers available. Another option might be the Color LaserJet Pro CP1025nw which is smaller but lacks the scanner.

You can supplement this latter with a separate compact sheetfed scanner such as the Fujitsu iX500 ScanSnap. The iX500 is the gold standard for desktop scanning. I have sold and used these for many years, and users have nothing but good things to say about them. At around $420 (with free shipping) these scanners are rock solid reliable. Drop a stack of documents in, and watch them appear on your screen at 25ppm - double-sided! These scanners are well engineered, including features like ultrasonic detectors which can sense the presence of a two-page misfeed, making these events easy to recover from.

Thanks for providing us with the details!

I'd start by looking at this laser:

Smaller and warms up faster than competing models, also well under your budget. HP drivers are easier to use with Macs (so says a Mac employee anyway.)
