I agree with all your other arguments but ' is notation for minutes and " is notation for seconds as you can read here: https://en.wikipedia.org/wiki/Prime_(symbol)#Designation_of_units. Unless they use them differently in Japan, that stopwatch reads .01 seconds. Why would you use so many different symbols to write .000001?
