I don't think it's that they're frustrated. I think its because women are treated as lesser. I've been many times for many months total to every state mainly as a solo woman. The joke is that Sweden is (unwittingly) showing Austria and India how to prepare a date-rape drug.
India is included because of the gang rapes that have received a great deal of media attention recently. I read India Dishonoured recently and it does a good job of highlighting the scale and the origins of institutional misogyny in India. It's really, really shocking stuff.
