In story writing, "show" is more important that "tell".
What did the museum house that was inappropriate by the ruling government? This might be covered later in the story, so not super important to cover now, but an opportunity to explain setting more.
Average citizen had become even poorer compared to what? More importantly, what does a poor average citizen walking in front of the MoA&L look like? Show poor(er) rather than explain they are poorer will help the reader see the scenario better.
Those are just some examples that I as a reader would find more interesting than being told that "this is the scenario".
