As far as I can tell, all of the games require Steam, although Virtua Tennis also requires GFWL. If you only want Jet Set Radio, you can buy it alone for $0.99.

I can't speak for any of the other games, but Sonic & All-Stars Racing Transformed is an excellent game. It's basically Mario Kart for the PC. It has a good variety of tracks, characters, and items and is well worth the ~$5 price just on its own. It's a fun game that offers some good challenges. It's also really nice looking. Also, it supports 4-player split-screen, which is amazing for a PC title. It even runs well enough on an Intel HD 4000 (which is all the gaming power my laptop can muster), yet it still looks quite beautiful.
