/u/walketalke - your four choices for internal 4K RAW below $15K are:
I. [RED Raven Kit (comes w lens, FCPX & everything you need to get started) - $14999.95] (https://www.apple.com/us_smb_78313/shop/product/HK8Q2ZM/A/red-raven-camera-kit-final-cut-pro-x?at=1000l8mT)
II. [Varicam 35 - $14,500 body only (in stock at Adorama - backordered at B&H)] (http://adorama.evyy.net/c/60286/51926/1036?u=https%3A%2F%2Fwww.adorama.com%2Fpcauv35lt1g.html)
This is an amazing low light camera with dual native ISO at 800 and 5000, as seen in these examples from the [Varicam group] (https://vimeo.com/groups/varicam) I moderate over on Vimeo:
by Clint Milby] (https://vimeo.com/groups/varicam/videos/209331821) (1080p)
Sadly, the [viewfinder alone costs $5400] (http://adorama.evyy.net/c/60286/51926/1036?u=https%3A%2F%2Fwww.adorama.com%2Fpcauvcvf10g.html) - so rigging it up would take you well over your $15K budget.
III. [Canon C200 - $5999 body only (but it isn't shipping yet)] (http://adorama.evyy.net/c/60286/51926/1036?u=https%3A%2F%2Fwww.adorama.com%2Fcac200b.html)
IV. [URSA Mini Pro - $5995 body only] (https://www.amazon.com/Blackmagic-Design-Camera-External-Controls/dp/B06XDKHT3C//ref=as_li_ss_tl?ie=UTF8&linkCode=ll1&tag=battleforthew-20) (there are lower-end URSAs that can record 4K RAW internally, but they all have usability and/or image quality challenges)
You'll also need a [$1495 URSA Mini Viewfinder] (https://www.amazon.com/Blackmagic-Design-Viewfinder-Compatible-Display/dp/B00WRB14EQ//ref=as_li_ss_tl?ie=UTF8&linkCode=ll1&tag=battleforthew-20), a [$362.80 CAME-TV Shoulder Kit] (http://rover.ebay.com/rover/1/711-53200-19255-0/1?icep_ff3=2&pub=5575034783&toolid=10001&campid=5337235943&customid=&icep_item=112470092157&ipn=psmain&icep_vectorid=229466&kwid=902099&mtid=824&kw=lg), a [$269 battery & plate] (https://www.amazon.com/Juicebox-Complete-Battery-Blackmagic-Ursa/dp/B01BG0M4EC//ref=as_li_ss_tl?ie=UTF8&linkCode=ll1&tag=battleforthew-20) plus a high quality lens - perhaps a [$3999 Sigma 18-35mm T2 Cine High-Speed Zoom Lens for Canon EF mount] (https://www.amazon.com/dp/B072W8D4XP/ref=as_li_ss_tl?ie=UTF8&linkCode=ll1&tag=battleforthew-20). [Here] (https://vimeo.com/210359750) is a 4K Vimeo example shot with an URSA Mini 4.6K and the Sigma 18-35mm Cine.
With the CAME-TV shoulder kit, the camera will be ready for the field (as pictured [here] (https://i.ytimg.com/vi/PFMPGX9nQtg/maxresdefault.jpg) and reviewed [here] (https://youtu.be/PFMPGX9nQtg)).
Here is the more general image quality this camera can produce:
Corporate Promos
Travel/Nature
Narrative
Documentary
Event
Interview
In my view, with 4.6K resolution, 15 stops of dynamic range, built-in XLRs, ND filters, internal RAW plus 10-bit 4:2:2 ProRes recording, the URSA Mini Pro is the best value for money 4K RAW cinema camera in this price range.
Hope this is helpful and good luck finding the right camera for your needs!
