My biggest problem with pipe racks is that they tend to be pricey. Lots of people find nice ones at their local antique shops.

However, I wouldn't put any really expensive pipes on that. It's secure enough, but not super secure. If it's sitting on a table, I'd feel better about it, but since I hung it on a wall I don't put anything really valuable on it.

A lot of the things that people mention are essential but they are small items that cost a few dollars. (Although the price will add up.) Also, keep in mind that sewing is the kind of thing where having a good space is essential and a great gift from a partner would be a place to set up. So drawers, shelves, etc. If you don't have the space for a permanent set-up, don't worry. A lot of people don't.
Sewing is the kind of thing that for each project, she will always need something new, so a gift certificate to a fabric store would be appreciated. (If you're in the U.S., Joann's and Hancock Fabrics both have websites where you can buy gift cards.) Just fyi, the small things that you need for a new project like buttons, ribbon or zippers are called "sewing notions".
I personally would also consider:
A thread set. You need good quality thread and it would be nice to have a variety of colors handy to match whatever fabric she's using. This is a recommended brand.

She might want to get her own, but if you see something that you know is her taste, then get it.
A few beginners sewing books with patterns included and maybe a good reference book. There are books for all sorts of different interests, depending on if she plans on mostly making home decor, quilts, clothes, children's items, etc.
You could do an issue of a sewing magazine as a stocking stuffer.
I really like this thread rack that I mounted on my wall. All of the threads are visible and easy to access. I know they have similar ones for larger cones too.

Mom here! I feel you on the kid stuff everywhere. For us just taking back the kitchen was a game changer. One of things we bought was actually a spool holder from a fabric store. They can stand up on a counter or hang on a wall or inside a cabinet on the door. It’s the perfect drying rack for all their little cups, bottles, and little items because it’s vertical and not taking up horizontal counter space.
They have them with two different size pegs, go for the longer ones.

Space bags have changed my life. It condenses clothes and what not sooo well AND keeps them water safe and therefore mildew proof and bug proof and all that nonsense. Perfect way to put away a winter wardrobe or whatever.
