For earphones, the JVC HA-FX40 has an amazing sound for only being $18. The highs and lows are a bit overpowered but overall they're pleasantly neutral and they're very isolated with Comply tips (didn't bother to even try the stock tips).
For on-ear headphones, and along the same track, the JVC HA-S400 also sound great for only being $25. The sound is almost identical to the HA-FX40s. They fold and collapse for easy carrying. Also, you can improve their sound if you want to pop off the pads and insert a bit of tissue or thin foam into the housing. And you can toss on some different pads and improve both the comfort and the sound a bit more.
Either way, I think both of these are unrivaled in the entry-level price range. For $18 and $25, respectively, they're totally worth checking out just for the hell of it.
No amp needed. They have solid bass. A bit more than neutral but the bass is plenty for me. They aren't Beets or anything. For $20 the portapros can't be beat by anything.
Check out the head fi guide, and check out all the headphones in your price range they gave the B for bass mark. There are quite a few to consdider. Something like these JVC look good as well. Note they are closed.

These are surprisingly good for $25. Then there are these, which were designed especially for sleeping.
There's a pair of JVCs (out of stock on amazon atm but those are them) with good reviews and ratings if you want something simple and portable (usually ~$20-30)
