I dont really know if you care about credentials or not, but because it may lend some weight to my opinion I figured it may help. I am a first responder in Florida as well as a concealed carry weapons permit holder. I care strongly about my tools and the items I carry. Now that I am done being pretentious, here is my pick:

Without a doubt, the #1 knife that I carry is the Kershaw Blur- Glassbreaker. It is an assisted opening, locking knife with a metal handle, textured grip, and the option to have a serrated portion. The glassbreaker edition comes with a diamond tip on the end of the handle you can use to.... break glass. (Who knew, right?)

I have had mine for almost 6 years now of daily carry and use. Never chipped or broken on me and it is still sharp, although it definately could use a sharpening. If has held up near saltwater and constant body sweat.

To top it all off Kershaw offers free maintenance, cleaning, and sharpening on all their knives. You just have to pay for shipping it in.

Edit: Btw, be careful looking for 'spring loaded' this is a broadly used term that can land you in legal trouble if somethjng happens. Check your state laws. I am not a law expert, dont cite my opinion, but usually length (cutoff is usally like 3inches) and direction and mode of opening matter a lot for the legality of a 'spring loaded' knife!

In theory, if you switched the blades, you'd have a Tanto Blur w/ glass breaker AND a standard blur. You could try to sell off the standard blur and get some of your money back on it....or use it as a gift! :P

The CRKT mentioned is a decent one, too. That one uses AUS-8 if I remember right. The Blur would be Sandvic 14C28N.

There's a Kershaw Blur with a glassbreaker. There isn't a dedicated seat belt cutter, but the blade is partially serrated and sharp as hell!

If you're looking for more of a beater, have you seen the Kershaw Black Blur Glassbreaker Knife with SpeedSafe?

I don't have experience with it, but I've used other Kershaw blades. They're no Benchmades, but they do the trick. I've heard great things about the s30v version of the knife (no serrations or glass breaker).

I'm not in law enforcement yet, but the Kershaw Blur Glassbreaker is my edc right now. I plan on using it when I get my career started too.

Edit: Here's a really good review on it. Also I should mention that my favorite part about the Blur is the angled thumb notches on the blade, which let you open the knife EXTREMELY quickly with one hand.

It's not the best, but there's the Boker Magnum Compact Rescue. If you like the look of this little guy, but want something bigger, there is a full sized version as well.

A lot better, and more expensive, is the Kershaw Blur.

This Kershaw Blur has both qualities. It is, unfortunately, double your price (on Amazon). A cursory search seems to turn it up that it is about that price from serveral popular merchants.
