The SATA ports are limited to 3.0Gbps which is bottleneck because SATA 2.5" SSDs have a transfer rate of 6.0Gbps. Utilizing a PCIe card will give you the fastest possible data transfer speeds. My boot drive has read and write speeds faster than my old 2014 retina MacBook Pro. That was already extremely fast.

It is night and day with a SSD. You will kick yourself for not upgrading sooner.

BTW you mentioned looking at the hyperx predator 250gb. The price I'm finding on them isn't great. You may want to consider buying a pcie to m.2 card and getting a different m.2 drive to put into it. I've seen them with dual m.2 drives as well. Just make sure it's for a pcie m.2 and not just a sata m.2.

Cheap converter for single M key M.2 and a Good M.2 drive would be $136 vs $168 for the Predator

The Samsung drives offers 3,200 MB/s read and 1,500 MB/s write speeds while the Predator only does 1400MB/s read and 600MB/s write.

You might be able to find a converter with a proper fan or heatsink to keep the SSD nice and cool. Also you may want to look into compatibility with your system and NVMe. A lot of the newer ones are NVMe and I don't know how older systems work with it. Might check for BIOS updates on your motherboard as well.

Ok, time rethink. Check it out. Scratch your second SSD. Use that money to get this Kingston Digital HyperX Predator 240 GB PCIe Gen2 x4 Solid State Drive. This will go into your PCIe port that the GPU would have gone into. So you will only be using the integrated GPU which in all technicality should be fine, you would only be limited to OpenCL effects which are basically the ones you would use anyway. At least this way you will be able to stream to the timeline without ANY stutter even when applying effects. Just make sure to set up the Mercury Playback Engine to use the HD530. The 750ti to me will be a dissappointment in terms performance and would not be any better than the HD530 in terms of accelerating effects as that and encoding (which isn't real time) are the only two things that Adobe utilizes the GPU for anyway.

Upgrading the GPU would be the main part. Grab a 970 when it goes down or even a 980 or 1070.

Upgrade the ram anyway even if most games you are playing like around 4-6. 8 is nice. If I would you I would grab as much ram as possible because 1. ram is very cheap right now, and 2. ddr4 is out and ddr3 is even cheaper. Back when ddr3 came out ddr2 went very cheap for awhile, then skyrocketed up in price because ddr2 was harder to come by.

You should be able to afford all that in or around your budget.
