My mistake... I was thinking of this plug https://www.amazon.com/gp/aw/d/B01DVIG20O/ which doesn't seem to have alexa support.
The Koogeek plug in outlets work that way. While the instructions will tell you to set up an account and install the app, you can simply set them up from the Home app with no extra setup required.
