It can, but you need to do everything just right or you might have problems with stalled fermentation if you try to go up to 15%. 12% is generally the highest I'll aim for with bread yeast. Step feeding, proper temperature, oxygenation, and proper nutrients can all factor in to the yeast's ability to handle that much alcohol.

What are you using to pump in Oxygen? I used this: https://www.amazon.com/gp/product/B00O8ZKO2W/ref=oh_aui_search_asin_title?ie=UTF8&psc=1 and most of mine have finished between 3-4ph. That being said it has taken longer than what was stated in the book.

i make sure to aerate my wort pretty thoroughly (probably overkill) with one of these pumps for about 15 minutes : aquarium pump

i find its easier then messing with shaking my carboy or spike brewbucket

i've convinced myself that it makes my beer taste a lot better but that's just my experience
