That is an example of a moisturizing and non-irritating East Asian skincare routine using products that are all $20 or under each (barring a couple options), each with good hydrating and anti-inflammatory actives. Almost all are available through Amazon or through a singular vendor like W2Beauty which usually has coupon codes and can combine shipping. Target will carry the Laneige line in stores, but it is more a mid-price range. I can't personally guarantee they'll work for you, but the starting points are all there for you to do the research yourself if need be.
the Laneige mask works wonders for me! i just put it on at night after using my moisturizer (right now i have the Glossier priming moisturizer RICH) before i sleep and my face is super soft in the morning. Sometimes if my face really needs more moisture, I use the Bioderma serum . I also really like the kiehl's daily ultra moisturizer for everyday, but i think serums are the best for really getting that moisture
I love using a cream and then layering on a sleeping pack! I have had good experiences with Laniege Water Sleeping Pack, Innisfree Wine Jelly Sleeping Pack, and I'm currently working through my second jar of Holika Holika Honey Blueberry Sleeping Pack because it smells that good... :D
It sounds like you use the Sleeping Facial at night as a moisturizer? If you want something similar, the Laneige Sleeping Pack (sold on Amazon and at Target) is pretty famous and well recommended.
If your skintype is combination/oily due to dehydration, I'd recommend OCM at night followed by a hyaluronic serum/lotion to balance out and moisturize your skin.

One thing that helps me is layering moisturizers. I use the Hada Labo lotion mentioned already first. Then a moisturizing serum, a heavy cream mixed with some facial oil (currently using tarte's maracuja oil), and then I seal it all in with an occlusive. I also use hydrating facial sheets masks weekly.

You can get a sample at Sephora too to try out first. This is super hydrating and one of the heavy hitters for hydration for me. I use it as my last step in my routine when my face needs super heavy hydration.
When I was suffering from dry patches the facial oil did the trick for me although I know you said you tried those already.
