This is correct. The silver thing with the white disc is the mister. Fill up the bowl with water so the silver thing is submerged. Then plug it in. The rubber plug in the bottom of the bowl stops water leaking out. The white thing may be a spacer/stand for it so you can fill the water up higher and it doesn't have to sit on the bottom. If you get it at the right height, fog should form on the surface of the bowl and flow over the edge.
