You aren't really going to get good battery life out of a GTX 1060 laptop, at least not on a budget.
I like thinkpads a lot but there’s also the Lenovo Legion.

You can get them cheaper than this and they’re very powerful for, everything. I’ve had this one and now have a much more powerful one, never let me down in programming/coding/gaming for years upon years
