IME regular hardware stores don't have them, try specialty plumbing stores or order online.

It's going to be interesting sealing that against the wood of the barrel. Bulkheads have trouble with curved, inflexible surfaces.

More than likely this is exactly how the reservoir that comes with it works. There's probably a spring-loaded plunger in the bottom that's only depressed when the tank is in place on the humidifier.

When the water level in the humidifier drops below the dip tube from the bulk tank, air is allowed in and the water level rises back to the dip tube.

THIS ONLY WORKS IF THE TANKS ARE AIR TIGHT. It's the same idea as the watering bulbs you stick upside down into the soil. If you drill a hole in the small humidifier tank and do not keep it air tight, IT TOO WILL FLOOD.

If you use a pump, I'm not sure how the air tightness would work out. No matter what you do, the tank that comes with the humidifier needs to stay air tight.

Use a 5-gallon bucket with a lid that seals completely, 2 bulkhead fittings, some threaded barbs, and tubing.

You know what, it may be the burrs from cutting it than. I am only using one grommet on the inside. I wouldn't have had to cut the hole at all if my hardware store had a bore bit larger than 1 1/2 inches. I am using 1" pvc so the bulk head was just over 1 1/2 inches wide. I had to use clippers to make the holes larger. These are the bulkheads I bought
I am going to buy a good wrench today and make sure my seals are nice and tight.

$25 is a lot of money for a bulkhead. I just bought three of these bulkheads on Amazon. They are outstanding quality and well worth the ~$7. ~$9.

Even Sam was amazed at the quality!

It depends on how much you can find the materials for.

I was able to find barrels for $20 each and IBC for around $50. If you decide to do the rock grow bed, it takes a lot of rock.

But just doing the raft barrels is pretty inexpensive if you already have the lumber. I picked up these 1" bulkhead fittings for the barrels. I had some Styrofoam lying around so I used it but eventually I'll switch it out for the thicker insulating foam because my plants keep falling over. I drilled 2" holes into the foam and used these to hold the seedlings in place. There's an air pump with a bubbler in each barrel.

My setup is nowhere near complete but I've run out of space in the area I've designated to it. I had to wrap it around the deck but it would have be much easier to just have some flat, straight area to work with.

I watched a lot of Bigelow Brook Farm and Rob Bob's Aquaponics & Backyard Farm on youtube when I was first getting started.

They certainly can be cut in half. The minimum equipment needed to do so would be a skill saw and a hacksaw with a few extra metal cutting blades.

I can usually find them(IBC totes) on Craigslist for about 75 USD a piece.
