First, get yourself a portable grill that you can learn the heat characteristics of and continue to get better on. My grandfather first showed me how to grill on a hibachi grill. Public grills are ok, but they are not what you want to use if you are getting into this on a consistent basis and want to improve. You could benefit from something consistent.

Without a lid, smoking will be a challenge. I'd suggest the smokey joe from Weber if this is your goal. And don't stop at smoking meats, smoke spices too.
I smoke meats on my full size weber grill. Smoking them on a smokey joe is possible, but the heat control/consistency might be a challenge.
I usually like Lodge, but that looks unwieldy. This cast iron hibachi is 1/3 the cost and looks better designed.
