There is no way for you to "convert" a game from xbox to pc I'm afraid. If you're interested in buying them, you can get them for really, really cheap on amazon (I'm talking around $16 for all three) ME1, ME2, ME3.
Mass Effect (1 and 2) is $10 on Amazon here. Definitely a better deal than trying to trade for it on steam since you really have to overpay to get a tradable copy.
If you don't mind Origin, Amazon's having a 50% off on Mass Effect 1 and 2 right now, so you could get both for $20. Of course, if you're locked into Steam wallet, then, yeah, that's not an option.
