I'm going through something kinda similar at the moment. My youngest son is three. My older two are 14 and 11. They pretty much potty trained themselves. Seriously. They were a breeze. I tried initially potty training the wee one after his first birthday. We just bought him his own potty and kept it in the spare bathroom and he'd sit on it and watch me use the bathroom.
Once he expressed interest at about 18 months, I bought him big boy underpants and let him roam. Well, here we are about 18 months later and hes finally getting it.
Whatever you do, don't force it. It makes things so much worse. Sure, diapers are expensive, but the more you push your little one, the longer it will take.
Try letting him free-ball it if you can. We got lucky. We have hardwood floors, so clean up is pretty easy. Yes, there will be accidents. Don't shame them. Just have him help you clean it up. There are consequences to having an accident. If he's still not getting it, give him a few weeks break and try again.
One thing that really helped us are those plastic underpants that go over cloth diapers, we use them over his underpants. It keeps everything contained in the event he has an accident at nap time. And avoid pull ups if you can. They're essentially just really expensive diapers.

Edit: we bought this toilet seat. He LOVES using the big boy toilet. It was a big of an investment, but its made it a lot easier.

We had a little potty seat, but it ended up being this disgusting poop-covered thing getting thrown around the bathroom. We found this which was a lifesaver and we've used it for years.
