Good old Mod-Podge should do the trick. Water based, non-toxic. Elmer's would do for the same reasons. Wheat paste might be a problem, as some cats have an allergic reaction to wheat.

I would hand launch it personally. I picked up a tip awhile back of putting Modge Podge on the bottom of my hand launched planes. Its light weight and protects the foam pretty well. I apply it with a small paint brush borrowed from the wife.
