It's not a gamestop exclusive. gamestop has sold out (or is no longer taking pre orders) online so you'll have to do it in store, but people are saying that it's not in their system at the store, so call ahead.
As an interesting aside, There is a place holder for the collector's edition on Amazon's mobile app/site, but it doesn't work yet. It will be available for Amazon and probably Best Buy as well.

Almost all online retailers have preorders set to March 31st (e.g. Amazon), which tentatively means end of Q1 2015. Date may change later when release schedules becomes solidified.
