Polish thinner.

It will help make most of your polishes water marble-friendly.

Also, you can use normal tap water, just let it sit out for a while so that the dissolved gasses leave the water. (I think this is why people have success with warmish filtered/bottled water...).

Use a small (diameter) container so that the first ring of polish anchors to the sides of the container when you draw your design.

Tape off your fingers.

Seche Restore is the gold standard, but I'm not sure how much of it is hype.

The only one I've personally used is Beauty Secrets, which is a Sally Beauty supply brand, and it costs about 3 dollars for 4 oz in store, which is way cheaper than most of the high end thinners. You should be able to get thinner at any beauty supply place, but just make sure you read the ingredients and make sure it doesn't have acetone in it, because I know at least one cheap brand does, and that will ruin your polish eventually.

Beauty Secrets nail polish thinner. Only $5 at Sally's, and works just as well as the more expensive ones. You will need to add a few more drops than suggested, but the polish will come out good as new.

Nope! If they're stored properly away from a heat source and shaken every few weeks to prevent settling and color separation then they'll last forever. If you don't tighten a lid down enough and they get a little gloopy you just put in some drops of this and shake and it fixes them right up!!
