Dopamine neurons do not code for utility. There are a number of regions that do (principally the ventromedial prefrontal cortex, but also left anterior insula, anterior cingulate cortex, nucleus accumbens, and others). Dopamine neurons code for a whole bunch of other interesting things (most consistently, 'reward prediction error' and 'utility uncertainty') but not straight up utility. One way to think about it is: Dopamine tells you what stimuli deserve attention, usually because you don't understand them yet, or they are more valuable then previously expected.

I think the most accessible book is by Paul Glimcher. Note that this is an intro text book, not pop science.
