So you got me curious about if they bought that mask off the shelf, and while they didn't, I think I figured out how they made it.
It looks to me like they cut the eyes out of this dog mask and put some black seethrough material behind them, then painted it to look like a dalmation.
There are versions of a dalmation body suit online, but I believe they used [a sturdier version like this](
